Rtd Col Tony Otoa (RIP): A Sincere Security Commander in UPC’S Gov't and a Pillar in Uganda’s Leadership- Levi Okodi Macpio

Lira, Uganda – As Ugandans and the entire Lango community mourn the untimely passing of Rtd Col Tony Otoa (RIP), senior Presidential advisor Levi Okoi to the current president of Uganda ( Y.K Museveni) has described him as a loyal and sincere army officer whose dedication played a crucial role in restoring peace during the brutal leadership of Idi Amin.
Okodi noted at time Ugandans where suffering in the ruthless administration of Amin Dada, the fallen former Obote's admy Otoa joined forces against Amin where , him and others like general David Oyite Ojok successfully fought and defended Ugandans, contributing to the liberation efforts that ultimately led to the downfall of Amin’s regime.
He narrated that while serving in Obote's Government as a senior security officer, late Otoa was honest and sincere in his work that made him to be promoted in ranks .
Unlike other soliders who never cherished discipline, Otoa was different, Okodi revealed.
A Political and Military Leader
Beyond his military service, Col Otoa was also a respected politician. While serving as an Army MP in Parliament underPresident Yoweri Museveni’s government, he actively participated in parliamentary discussions, shaping policies that impacted Uganda’s governance.
In addition to his military and political career, Rtd Col Otoa was deeply involved in cultural restoration efforts. As Prime Minister of the Lango Cultural Foundation, he worked tirelessly to preserve and promote Lango tradition, ensuring that cultural heritage remained a cornerstone of the community.
His leadership extended beyond politics and culture—he also served as Chairperson of the Lira District Service Commission, where he influenced local governance and development initiatives.
A Legacy of Peace and Education
Otoa will be fondly remembered in Lango for his contributions to peacebuilding and his efforts to inspire youth to embrace education as a tool to combat poverty. His advocacy for education and empowerment helped shape the aspirations of many young Ugandans.
Additionally, he was a devoted church member, he actively participating in religious activities and promoting spiritual growth within his community.
Col Rtd Tonny Ogwal Otoa [ Rest In Peace) will be laid to rest at his ancestral home in Bar Oganda, Erute North, Lira District next Month on the 7th . May, 2025 according to the official report from the burial committee.
On the burial program, requiem mass will be conducted at Christ the King Church in Kampala on the 2nd, May 2025, followed by official vigil on the 6th. May 2025 at his residence in Boke, Lira City on Tuesday and finally, he will be laid on the 7th, May 2025 in Ogur sub-county, Lira.
