NRM Victory in Lango Region: Structures, Manifesto, and Reality

While some opposition groups attempted to claim credit, the victory was rooted in NRM’s grassroots structures, appealing manifesto, and tangible programs that resonated with the people.
The Power of NRM’s Grassroots Structures
NRM’s success in Lango was driven by its well-organized network of 30 members per village, each tasked with mobilization and outreach. This ensured that information about the party’s programs reached every household. Cattle Compensation: Raising the rate to five cows per person, valued at 5 million UGX per household, addressed historical grievances in Lango.
Parish Development Model (PDM): Increasing funding from 100 million UGX to 200 million UGX per parish demonstrated commitment to grassroots economic transformation.
These interventions improved lives and built trust in NRM, distinguishing it from symbolic opposition gestures.
Opposition Claims vs. Reality
Opposition figures attempted to link themselves to Museveni’s victory in Lango, but their efforts were focused on advancing their own agendas. The flawed process legitimizing the Lango Cultural Institution created a contested opposition stronghold. Campaigns that encouraged voters to write names not on the ballot highlighted the lack of credible structures. The overwhelming support for the President was a direct result of NRM’s organizational strength and delivery—not opposition maneuvering.
Challenges from Cultural Institutions
The Lango Cultural Institution, tied to opposition figures, has been criticized for non-compliance with the law and corruption in handling processes like the swearing in ceremony at the high court of Lira. Judicial rulings have questioned its legitimacy, and its involvement has weakened other regional structures such as the Lango Interreligious Council. These controversies underscore that opposition-linked institutions did not contribute to NRM’s victory.
