Alebtong, Uganda: Alebtong District has launched an innovative digital system aimed at improving the management of livestock compensation beneficiaries, a move expected to strengthen transparency, accountability, and efficiency in the disbursement of government funds.

The resolution was reached during a stakeholders’ meeting held on Thursday at the Alebtong District headquarters and chaired by the Deputy Resident District Commissioner (DRDC), Mathias Lutwama. The meeting brought together district leaders, Parish Development Committee (PDC) chairpersons, parish chiefs, town agents, and security officials.

According to Lutwama, the district will use the Livestock Management Information System (LMIS), a government digital database designed to register and manage details of livestock compensation beneficiaries. The system will capture personal information, verification records, and payment details to eliminate fraud, duplication, and corruption during the compensation exercise.

Speaking to the media after the meeting, Lutwama explained that the verification and selection of beneficiaries will be conducted through the Parish Development Committees at parish level, with support from local leaders and technical officers.

The initiative is in line with the ruling National Resistance Movement (NRM) Manifesto 2026–2031, which prioritizes wealth creation, economic recovery, and compensation programs for affected communities.

The district officially flagged off the government livestock compensation program on Thursday, May 7, 2026, in collaboration with the Chief Administrative Officer, the Principal Assistant Secretary, and the District Internal Security Officer.

### Key Activities Conducted During the Meeting

District leaders carried out several sensitization sessions aimed at preparing local leaders and technical staff for the compensation exercise. These included:

* Training all chairpersons of the 69 Parish Development Committees in Alebtong, who will serve as chief accounting officers at parish level during the livestock compensation process.

* Sensitizing parish chiefs and town agents from all 69 parishes and wards to provide technical support in registering beneficiaries onto the LMIS government portal.

Officials revealed that Alebtong District is expected to receive UGX 3.1 billion in the first phase of disbursement. The funds have already been deposited in PostBank Uganda for processing and distribution.

Authorities emphasized that the use of the LMIS portal is intended to streamline operations and ensure that no beneficiary receives compensation more than once.

Lutwama further clarified that all compensation payments will be made directly through mobile money wallets, with each verified beneficiary expected to receive UGX 5 million in cash compensation.

He warned all stakeholders against engaging in corruption, extortion, or scamming practices, noting that anyone found diverting beneficiaries’ funds would face arrest and prosecution.

The DRDC also commended Yoweri Museveni for what he described as continued commitment to addressing the interests and welfare of citizens in Alebtong District.

In addition, Lutwama praised Hamson Obua for lobbying government services and development programs aimed at improving the socio-economic wellbeing of the people of Alebtong.

Local leaders welcomed the initiative, saying the adoption of a digital tracking system could help restore public trust in government compensation programs and ensure that intended beneficiaries receive their rightful support without interference.
