Napak Hails RDC Milton Odongo As A good Leader, Pledged Support to NRM Gov't & Museveni

Napak, Uganda : community of Kobolin Parish in APEITOLIM Sub-county, Napak District, Karamoja region, has expressed their gratitude to H.E. President Yoweri Kaguta Museveni for his commitment to development by appointing and posting a dedicated and hardworking Field Mobilizer, RDC Milton Odongo, to Napak District. 

 RDC Milton Odongo, accompanied by a security team, conducted a community baraza (meeting) at Kobolin Central and Kotirwae Villages .

 The community leaders and residents were excited that RDC Odongo is the first Resident District Commissioner (RDC) to visit the area in the last six years, highlighting a new era of government engagement and attention to their needs.

During the meeting, community members outlined their major challenges affecting service delivery and development in the area.

 These include:

- Lack of health facilities and government primary schools for a population of approximately 10,118 residents.

- Long distances to the district headquarters, over 100 kilometers, making access difficult.

- The only two community primary schools are not officially coded, meaning they lack center numbers for UNEB examinations.

- Absence of a Parish Chief and access roads, hindering administrative and service delivery functions.

- No NIRA (National Identification and Registration Authority) services available locally, complicating national ID registration.

- Lack of a cattle market, limiting traders and herders’ opportunities.

- No network coverage for major telecom providers such as MTN and Airtel.

- No dam or water source for watering animals, impacting livestock management.

- Insufficient agriculture extension workers to support farming activities.

- Only one functional borehole serving the community.

The area is characterized by its difficult terrain and dense population, comprising a mixture of tribes including the Teso, Karamojong, Kumam, Labwor, and others, contributing to its cultural diversity but also presenting logistical challenges.

In his remarks, RDC Odongo assured the community that the issues related to NIRA registration have been addressed, as officials and registration machines have been deployed to the area. He emphasized that the team will stay until every eligible person is registered.

He further called upon Local Council (LC) leaders to mobilize residents for registration. 

Furthermore, RDC Odongo promised that the government will work to ensure that community schools are properly coded and that the community’s concerns about health facilities, access roads, and other services are communicated to higher authorities. He congratulated the community for maintaining peaceful coexistence among different tribes and urged them to continue living harmoniously.

The community members expressed their strong support for the National Resistance Movement (NRM) party and committed to voting for President Museveni in large numbers during upcoming elections.

RDC Odongo concluded his visit by promising to return in November with other district departmental heads to address and resolve the many outstanding issues facing Kobolin Parish and its neighboring villages.

This visit marks a significant step toward improved service delivery and development for the people of Kobolin, who hope to see tangible improvements in their living standards in the coming months.
