Afraid Of The Basement! Gen Elwelu’s Kalaki Home Deserted As Fear Forces Residents To Flee Their Villages

The country home of retired Lieutenant General Peter Elwelu in Kalaki District has reportedly been left largely deserted, with security operatives taking control of the property as tension continues over allegations against the former senior military officer. The increased security presence has also frightened residents in the surrounding communities, with some reportedly abandoning their homes for fear of possible violence.

Residents of Anyara Sub-county say the situation started attracting attention in September 2026 when rumours circulated about a possible arrest of Elwelu and some of his associates. Their fears reportedly intensified last Tuesday after military patrol vehicles and private cars were seen moving through the area towards the retired general’s home.

When journalists visited the property, more than five operatives dressed in civilian clothing reportedly approached them and declared the premises out of bounds. One of the officers explained that they had been deployed to protect the property and prevent anyone from interfering with it. Meanwhile, residents said they did not know the whereabouts of Elwelu and his wife.

Some residents have expressed disbelief over the allegations surrounding the retired general, describing him as a person who previously promoted peace and supported the community. Peter Esemu, a relative, said Elwelu returned to his village after retirement and devoted time to church activities, including leading prayers every Saturday. He also recalled Elwelu encouraging residents to support President Yoweri Museveni, questioning how someone who had promoted the President could now be accused of plotting against the government.

Community elder Lucky Amuge also praised Elwelu for his contribution to local development. She recalled that he provided solar panels for a water project that supplies residents with free water, helped transport sick people to hospitals and sometimes paid their medical bills. She added that he had assisted vulnerable families by helping them construct houses, making him an important figure in the community.

However, LC1 chairperson Samuel Peter Ewinyu alleged that the situation changed dramatically after a reported security operation at Elwelu’s home. He claimed that two residents, Robert Ebeu and Robert Enou, were beaten as they passed near the property, while a soldier guarding the home was also assaulted. Ewinyu said he later visited the premises and was informed that one security team had conducted a search while another remained behind to guard the property.

Ewinyu said the reported operation had spread fear across Awaliwal, Oriamai, Adodoi and Onyikir villages, with some residents allegedly sleeping away from their homes and returning during the day. He also claimed that some people had sold their property and left the area. Anyara Sub-county Vice Chairperson Martha Adong similarly described Elwelu as a community supporter who had contributed to water projects, provided boreholes and helped families during burials, while expressing concern about remarks made by former minister Musa Ecweru.
