Lira’s ‘Iron Lady’ of Service: ARDC Proscovia Ayoo Otyek Marks Birthday Milestone

LIRA — Lira District officials and residents is today cellebrating and honoring Assistant Resident District Commissioner (ARDC) Hon. Proscovia Ayoo Otyek as she marks her birthday.  

Born in Ngetta Ginnery, Anyangapuc Parish — now City East Division — to David and Mary Otyek, Ayoo Otyek attended St. Paul P/S Ngetta, City High School Kampala, and Ssaku S.S Wobulenzi for A-Level before earning a BBA in Accounting from Gulu University.  

Widely recognized for her hands-on monitoring of government service delivery, Ayoo Otyek’s birthday offers the Lango sub-region a moment to assess her impact since her appointment by President Yoweri Kaguta Museveni.  

Driving the NRM Manifesto

Her leadership path includes serving as Female Youth Councilor and Vice Chairperson of the Lira District Women Council before her appointment as ARDC Lira. Her tenure is defined by a grassroots style, with more time spent in villages than at her desk.  

Key achievements include:  

Strict Oversight: She is credited with streamlining Parish Development Model (PDM) implementation in Lira, pushing for transparent local committees and ensuring funds reach targeted subsistence households.  

Dispute Mediation: Ayoo Otyek has resolved multiple land and family disputes, cutting police case backlogs and strengthening community cohesion.  

Youth & Women Empowerment:She mentors young women across Northern Uganda, urging them to embrace leadership and tap into government empowerment programs.  

Wealth Creation Is a Duty  

In her birthday remarks, the ARDC issued an economic call-to-action. She said the best gift from the community would be a shared commitment to end poverty.  

“I thank God for life and the President for his trust. But as we celebrate, we must remember our mission is the total socio-economic transformation of our people,” Ayoo Otyek said.  

“I urge Lira residents to treat wealth creation as a daily duty. We have PDM, Emyooga, and UWEP. These are not free money for consumption; they are seeds for investment. I want every household in the money economy to secure our children’s future.”  

Impact and Influence

Colleagues at Lira District headquarters describe the ARDC as “diligent and fearless.” Under her watch, civil servant accountability has risen, with notable gains in rural healthcare and education service delivery.  

As she lives to blow more candles Commissioner. Proscovia Ayoo Otyek remains a key link between the Presidency and the grassroots.
