Alebtong Deputy RDC , Lutwama Warns Civil Servants Against Corruption as District Receives New CAO

The Deputy Resident District Commissioner (RDC) of Alebtong District, Mathias Lutwama, has issued a strong warning to civil servants against corruption, forgery of accountability documents, abuse of office, and mismanagement of public funds, emphasizing that such practices will not be tolerated during President Yoweri Museveni’s new NRM administration term.

Lutwama stated that Alebtong District is entering a new phase of strict supervision, transparency, and accountability aimed at ensuring that government programmes directly benefit ordinary citizens without interference from corrupt officials.

He made the remarks shortly after presiding over the official handover ceremony between the outgoing Chief Administrative Officer (CAO), Franco Olaboro, and the incoming CAO, Elly Piwang, held on Thursday, May 14, 2026, at the Alebtong District headquarters.

During the ceremony, Lutwama praised the outgoing CAO, Franco Olaboro, for his dedicated service and contribution toward strengthening public administration and service delivery in the district.

According to Lutwama, Olaboro played a significant role in ensuring the timely implementation of government policies and programmes. He particularly credited him for promoting staff welfare through the construction of staff houses for teachers, nurses, and midwives in various schools and health centres across the district.

The Deputy RDC also commended Olaboro for ensuring timely payment of salaries, pensions, and gratuity for civil servants and retirees, saying the efforts greatly improved morale among public workers and strengthened institutional stability within the district.

“These achievements have greatly contributed to improved service delivery and enhanced trust in government institutions,” Lutwama noted.

As he welcomed the incoming CAO, Elly Piwang, Lutwama called upon all heads of departments, town clerks, senior assistant secretaries, and lower local government officials to cooperate fully with the new accounting officer to improve efficiency and accountability in public service.

He described Piwang as a competent and experienced administrator with strong expertise in capacity building, public administration, and financial management.

“I believe the incoming CAO has the capacity and leadership skills needed to strengthen governance systems and improve service delivery in Alebtong,” Lutwama said.

The Deputy RDC further emphasized that the district leadership is committed to implementing the National Resistance Movement (NRM) Manifesto for 2026–2031, which focuses on wealth creation, improved household incomes, industrialization, and socio-economic transformation.

He explained that the government’s long-term vision is to achieve full monetisation of the economy between 2031 and 2036 by empowering households to participate meaningfully in commercial production and income-generating activities.

Without concealing the realities on the ground, Lutwama openly informed the incoming CAO about several ongoing challenges affecting the district, especially corruption-related practices that continue to undermine government programmes and delay development.

According to the Deputy RDC, investigations and monitoring reports from his office have revealed cases where some public officials allegedly divert government funds for personal gain, collude with contractors to execute substandard work, especially on road projects, and forge accountability documents for activities that were either poorly implemented or never carried out.

“These practices are causing huge losses of taxpayers’ money and denying our people quality services,” Lutwama warned.

He added that corruption not only slows development but also affects public trust in government institutions and negatively impacts service delivery in critical sectors such as health, education, and infrastructure.

Lutwama declared that Alebtong District has now entered what he described as “a season of no sleep and no corruption,” warning that any civil servant found engaging in corruption, abuse of office, or manipulation of public resources will face strict disciplinary and legal action.

“Our monitoring mechanisms are now stronger than before. Whoever misuses public funds or sabotages government programmes will be held personally accountable,” he emphasized.

He further revealed that his office has already introduced strategic anti-corruption measures, including closer supervision of government projects, increased field monitoring, and collaboration with law enforcement agencies to ensure transparency and value for money in all public programmes.
