No Sleep, No Corruption: Deputy RDC Lutwama Orders Arrest of Aloi Town Council NRM Chairperson Over Alleged Mismanagement of UGX 14.2 Million

ALEBTONG DISTRICT, Uganda — The Deputy Resident District Commissioner (DRDC) of Alebtong District, Mathias Lutwama, has ordered the arrest of the NRM Chairperson for Aloi Town Council, Mr. Otiti Sam, over allegations of mismanaging UGX 14.2 million that was reportedly earmarked for NRM flag bearers and local party leaders.

According to security officials, the arrest followed complaints lodged on the night of 21 July 2026 at around 9:00 p.m. by several NRM flag bearers from Aloi Town Council. The complainants alleged that the money allocated to them had been significantly reduced before it was distributed, prompting suspicions that part of the funds had been withheld.

Deputy RDC Lutwama said he immediately intervened after receiving the complaints and summoned Mr. Otiti to explain the alleged discrepancies. During the engagement, Mr. Otiti reportedly agreed to refund the disputed money if any irregularities were established.

However, according to Mr. Lutwama, the suspect later became unreachable after allegedly switching off his mobile phone, leading security personnel to launch a search that culminated in his arrest.

Speaking after the arrest, Mr. Lutwama said the action was taken as part of the government's broader campaign to combat corruption and ensure accountability in the management of public and organizational resources.

 "No one is above the law. Anyone involved in mismanaging funds meant for the people must account for every shilling," Mr. Lutwama said, adding that the government remains committed to enforcing transparency and fighting corruption at all levels.

Following his arrest, Mr. Otiti was handed over to Aloi Police Station, where a case was registered under **Station Diary (SD) Reference No. 13/22/07/2026. Police have commenced investigations to establish the circumstances surrounding the alleged disappearance of the funds and determine whether criminal charges should be preferred.

The complainants have welcomed the intervention by security authorities, saying they hope the investigation will establish the truth and ensure accountability for any funds found to have been misappropriated.

By the time of publication, the Uganda Police Force had not issued an official statement on the matter, and no formal charges had been announced. Efforts to obtain a comment from Mr. Otiti or his representatives were unsuccessful.

The allegations remain under investigation, and Mr. Otiti Sam is presumed innocent unless and until proven guilty in a court of law.
