Lira, Uganda: Lira City West Division has, over the past five years, gained attention for persistent internal conflicts that have significantly slowed its development. 

The divisions allegedly involved politicians, members of the technical team, and councilors, creating a tense working relationship within the council. At the height of the conflict, it was even reported that the Speaker and the Mayor did not meet face-to-face throughout their entire term—an indication of just how deep the disagreements ran.

These prolonged misunderstandings are believed to have affected service delivery, leaving residents concerned about stalled projects and limited improvements in essential social services such as roads, sanitation, and community programs.

Speaking during an interview on Oroma TV, Emmanuel Ebong Opeto acknowledged the challenges and expressed determination to restore unity within the division. Drawing on his long-standing political experience, he said his priority is to bring leaders together and rebuild trust for the benefit of the community.

He outlined several strategies aimed at healing the divisions, including engaging councilors through dialogue, improving communication across leadership structures, and organizing capacity-building sessions to strengthen teamwork. According to Opeto, promoting peace and unity within the council is key to unlocking development and ensuring better service delivery.

On the issue of the Speakership race, Opeto declined to publicly endorse any candidate. He noted that several individuals have already expressed interest and have been reaching out to him for support.

“I cannot take sides at this moment. They are all my councilors, and the council will decide democratically,” he said.

A strong supporter of the UPC party, Opeto also pledged to put partisan interests aside and focus on serving all residents of Lira City West Division, regardless of their political affiliation. He emphasized that leadership should be about delivering results and improving people’s lives, not deepening divisions.

Residents now look forward to a new chapter of cooperation, hoping that renewed unity among leaders will translate into tangible development and better services across the division.
