INSIDE MUSEVENI'S EXECUTIVE GUIDELINES FOR THE ONE BILLION ROAD FUND ACROSS DISTRICTS AND CITIES- DRDC ALEBTONG

In awesome advancement of modern civilisation, all the 176 districts , cities and municipalities in Uganda, receive 1 billion shs per year specifically to rehabilitate and maintain community access roads. His Excellency President Museveni guides as follows;
Guideline 1: Every local government entity must have a force account where the 1 billion is deposited by ministry of finance. This will create a distinction from other sources of funding like Uganda road fund ( URF), Transitional road rehabilitation grant ( TRRG) and the National oil seed project fund ( NOSP) among others.
Guideline 2: Pertaining to the servicing , repair and maintenance of road equipment like dozer blades, hose pipes, wheel loader buckets, etc, expenditure shall not exceed 10 percent of the 1 billion fund, and must be well accounted for .
Guideline 3: There shall be a district roads committee and municipality roads committee, comprised of all area members of Parliament , the LC5 chairperson, chief Administrative officer, the district internal security officer and the district/ city engineer, all with veto powers.
Guideline 4: Concerning road maintenance on rehabilitation , a district/ city / municipality shall NOT hire supervision consultants. Local govt entities should recruit substantive technical staff or seek for professional assistance from Ministry of works and transport.
Guideline 5 : At the commencement of every quarter of a financial year ( with a deadline of the 15th day of every quarter), the department of works must submit reports to the district roads committee, showing indicative planning figures( IPFS) , the scope of works , procurement plans and designs for the roads to be rehabilitated.
Guideline 6: In execution of roadworks, every local government entity must be mindful of occupational health and safety standards, environmental impact assessment, climate change , HIV AIDS, gender mainstreaming and pandemics.
Guideline 7: Every district, city and municipality must hold a public Baraza every quarter of a financial year to give accountability of the one billion road fund. This will be accompanied by display of road information on all notice boards at district and Subcounty offices.
Guideline 8 : As directed by His Excellency President Museveni, non compliant accounting officers in line with the one billion road fund shall be administratively apprehended by the Ministries of local govt and Finance respectively.
