They Know My Address! Gen Muhoozi Sets Another Tough Rule Says He Will Be Incharge Of Clearing Ministers Trips Abroad On Monthly Basis, Minister of Finance To Seek His Approval
Chief of Defence Forces Gen Muhoozi Kainerugaba has said all government ministers must notify him and obtain his clearance before travelling outside Uganda.
Gen Muhoozi made the remarks in a series of posts on X after questioning a foreign trip by Minister of State for Foreign Affairs in charge of Regional Cooperation, Haruna Kyeyune Kasolo, who had travelled to Türkiye for official engagements.
According to Gen Muhoozi, he will personally review and clear ministers’ foreign trips on a monthly basis, with the Ministry of Finance expected to seek his approval as part of the arrangement.
“I will clear their trips on a monthly basis. Minister of Finance will seek my approval,” Gen Muhoozi posted on X.
He also insisted that all ministers must inform him before leaving the country, saying, “My address is known they must ALL notify me before they leave Uganda.”
Gen Muhoozi had earlier said that any minister who travels abroad without his permission would face a Shs30 million fine, adding that the money would be used to support road construction. He further said the Ministry of Finance would begin implementing the order.
The remarks came after Gen Muhoozi questioned Kasolo’s trip to Türkiye, saying he had not cleared the minister’s visit and demanding an explanation. Kasolo later indicated that he would seek Muhoozi’s guidance and authority before future foreign trips.
However, reports noted that the proposed clearance requirement and Shs30 million penalty had not been publicly backed by a cited government instrument at the time. Existing government procedures reportedly provide for ministerial foreign travel clearance through the executive system, raising questions about the formal status of Gen Muhoozi’s announcement.
