They Will Be Fined 30 Million-Gen Muhoozi Warns Ministers Against Leaving The Country Without His Permission

Chief of Defence Forces Gen Muhoozi Kainerugaba has warned government ministers against travelling outside Uganda without his permission, announcing that those who violate the directive will face a Shs30 million fine.
Gen Muhoozi made the announcement in a series of posts on X on Saturday, September 26, 2026. He said all ministers must obtain his permission and clearance before leaving the country.
“Every minister who leaves the country without my permission will be fined 30 million shillings. We shall use that money to build roads. Ministry of Finance will start implementing this order immediately,” Gen Muhoozi posted.
He also said ministerial foreign trips would be reviewed on a monthly basis. According to his post, the Minister of Finance would also be required to seek his approval under the arrangement.
The warning followed his public questioning of Minister of State for Foreign Affairs Haruna Kyeyune Kasolo over a recent trip to Türkiye. Gen Muhoozi said he had not cleared Kasolo to travel and demanded an explanation.
